It's officially the holiday season y'all! So, let's get the holiday
spirit flowing all through CCE with a few family-friendly things to
do.
- Christmas Decorations Contest judging will take place 12/20 at
7pm, voting will take place via CCE Facebook Page between the top
3 houses.
- CCE Christmas Tree is up and ready for some ornaments! Bring the
kids to place an ornament while dropping letters to Santa! A little
suggestion, Dollar Tree has some cute ornaments or the ones the kids
can decorate themselves for $1.25!
- Santa's Mailbox is out! We've got it rigged up a little, hopefully
to prevent those pesky letter thieves, but parents are responsible
for writing their own letters back. We also have Santa letter templates
for anyone interested, pick up or email pdf.

Subject: CCE - Overview - Annual Owners Meeting & Election
- November 12, 2024
The CCE Annual Owners' Meeting & Election was held on Tuesday,
November 12, 2024. The meeting was called to order at 6:03 p.m. with
a total of 19 voting Owners logged in (18 in person, 1 proxies) present.
Reading of the minutes from the previous Annual Owner's meeting was
dispensed with by unanimous vote.
Hand-outs included year-end 2023 financial overview; all agreed to
move to current 2024 Third Quarter financials and those were presented
including a review of the approved 2025 Budget, various aspects of
which were discussed via questions and answers; ultimately no changes
were made. The Outstanding Balance/Delinquency list was also reviewed
and discussed at length. The Association will be filing updated liens
into Public Record at the St. Charles Courthouse for all major delinquent
balances with previous liens. In addition, new liens will be filed
on those Owner balances that are now (or will shortly be) over $750.00.
To avoid additional late fees and legal expenses being added
to your balance, we once again encourage those Owner's to contact
us in the Management office (504-887-2800, Tina, ext. 200) to discuss
payment options. Remember, the Association does accept Debit/Credit
cards if you wish to use either of those as an option.
The floor was then opened for nominations of new Directors for the
coming year. Nominations and voting that followed resulted in Amy
Philion, Durell Marshall and Tara Vicknair being
elected as Directors. A brief meeting of the new Directors resulted
in the following positions/offices being decided:
- Tara Vicknair - President
- Durell Marshal - Vice President
- Amy Philion - Secretary
- Christine Creger - Treasurer - (Appointed)
Congratulations to the newly elected Directors/Officers! On behalf
of all Owners and The ALCOR Group,
we thank Jessica Marse for her service and willingness to serve
over the past years!
The floor was then opened for new business which led to a lengthy
discussion regarding the current prohibition oof metal structures
in CCEHOA. Current CCEHOA Rules & Regulations language specifically
prohibits the construction of any "metal buildings". The
overall feeling was that the original intent was to not
end up with a home with exterior metal that would resemble an industrial/warehouse
style as a primary residence. Given the existing language, it has
been impossible for the Association Architectural Committee Members
to approve construction of any metal building, even if it was in the
rear yard and out of "street view". The overall feeling
of those attending the meeting was that the language needed to be
reviewed and clarified so that it would be at least possible to approve
a metal structure if it met certain guidelines, the main one being
that it would not be prominently visible from the street so as to
preserve the overall original cottage style intent of the current
CCEHIOA governing documents. It was agreed that the Association would
review the language in hopes of arriving at clarification that would
meet with the approval of most. More on that as it develops.
During the meeting there was also an in-depth discussion concerning
a few homes that present somewhat of an "eyesore" issue
when it comes to routine yard maintenance or lack thereof. Things
like grass not being cut until very high then blown into the street
and left there to rot simply doesn't look good. Additionally, street
curbs should be edged rather than allowing grass to grow over and
into the street. It was agreed the Association would come up with
clarification language aimed at improving the Association's ability
to point these issues out in hopes of getting the hand full of homes
at issue here "on board" with these and similar items that
lead to eyesores. More on that as it develops.
With no further business, the meeting was adjourned at 8:23 p.m.
From your 2024-25 Board of Directors and we here at ALCOR,
we thank everyone for their attendance and encourage more Owners to
"turn out" for Association meetings in the future so as
to help make CCE all it can be! In the meantime, we hope you, your

Subject: CCE - Tropical Storm/Hurricane Francine - initial
preparedness
Good morning CCE Owners:
As we image everyone is more than likely aware of by now, we have
Tropical Storm Francine in the Gulf of Mexico on a projected path
towards South Louisiana. At this time, the system is expected to make
land fall as perhaps a Category 2 hurricane sometime Wednesday. We
encourage everyone to stay up-to-date on the latest information via
local TV and radio stations. While we do not know the exact point
of landfall at this point, it appears the Montz area will more than
likely be impacted to some degree by some level of high winds and/or
rainfall. We encourage everyone to begin preparing as we have seen
these storms/hurricanes strengthen beyond original projections in
years past; better safe than sorry.
So as not to be caught off guard, personal items around the exterior
of your home should be secured and/or placed inside to prevent them
from becoming flying objects that could cause damage such as breaking
windows or damaging vehicles during the storm/hurricane. If you will
be leaving town, please ensure that you take care of any personal
items outside of your home prior to leaving.
While we will make every attempt to provide additional CCE specific/related
information via e-mails that we may receive leading up to, during
or following the event, we hope everyone will stay informed by watching
local stations and consider any precautions they may suggest prior
to the severe weather reaching the area. Until then, stay safe and

account as well as a statement if there is a previous outstanding
balance. An updated list of delinquent account balances will also
be included.
The 2024 HOA fee is still $150.00 due March 1, 2024. Annual dues
are considered late if not received by the Management office on or
prior to March 31, 2024 and become subject to a mandated late fee
thereafter. Should you wish to make a payment(s) via credit/debit
cards or automatic bank draft, please feel free to call Tina in the

and she will take care of it for you. If you wish to mail your dues

Subject: CCE - IMPORTANT - Re-Zoning - New future Development
- Land between CCE and Thoroughbred - Upcoming Council Meeting
Good afternoon CCE Owners:
Hope everyone had a safe and enjoyable Mari Gras!
We have received a few calls regarding an upcoming issue that could
impact CCE homeowners so we wanted to make as many people aware via
mass e-mail.
In brief, there is a plot
of vacant land (approx.
42 acres) that exists between CCE and Thoroughbred just east
(down river) of CCE; the land fronts the River Road by about 450'
and it extends back from River Road about the same distance as CCE,
see attached drawing with the approx. area circled in red. As we understand
it thus far, recently, there was an application by a Developer to
the St. Charles Parish Zoning/Planning Department requesting a change
in zoning of the land to R-1A; that would basically permit the land
to be developed (in the future) as a residential development; that
in itself is not necessarily a bad thing. It is important to understand
that this is only a re-zoning matter at this point as no one (that
we are aware of) has filed for an actual permit to actually develop
the land, obviously that would be the next logical step. As we further
understand at this point, the Planning/Zoning Department (after
their review and meeting on 2.1.24) has sent the request to
the Parish Council with a recommendation for their approval; see attached
Zoning
Staff Report for specific notes resulting from the 2.1.24
meeting. The Parish Council will now hear the matter and vote as to
whether or not to formally approve the re-zoning based on the Panning/Zoning
recommendation/report; the date of that Council hearing has not yet
(as of this e-mail) been/publicized but we expect it will be shortly
and the actual hearing would more than likely occur towards the end
of February or beginning of March 2024. As with any such potential
new development, typical issues of concern from surrounding homeowners
would include issues such as installation of additional drainage to
handle runoff rainwater resulting from a new development, perhaps
the need for expanded sewerage infrastructure, consideration regarding
means of ingress/egress in and out of the newly developed area, etc.
With that in mind, we are recommending that interested homeowners
plan to attend that Council meeting so as to voice any concerns you
may have thereby ensuring the Council considers those concerns and
hopefully incorporates them into any approval they may give regarding
the requested re-zoning. We are providing the "link" below
to the Parish website so that all interested parties can check for
the publicized date once it is posted in the days ahead; that link

For those that may not be aware, your Councilman for CCE (District
VI) is Mr. Bob Fisher. Mr. Fisher lives in the Evangeline development
so we would presume he too would have a very vested interest in ensuring
any concerns are heard and addressed by the Council if they are going
to approve the re-zoning and ultimately an actual development of the
land sometime in the future. Mr. Fisher's e-mail is BFisher@stcharlesparishgov.net
and his office phone is 985-240-0172. You may want to "reach
out" to Mr. Fisher via a call or e-mail expressing your interest
and/or concerns regarding the upcoming re-zoning vote and potential
development when an actual permit is applied for somewhere in the
future. By doing so, you are basically giving him a "heads-up"
of your serious concerns and he will in-turn hopefully discuss those
concerns with his fellow Councilman before a vote is taken on the
matter at the upcoming Council meeting. As a voter, showing up at
the Council meeting the day this matter is heard would of course re-enforce
that position so we would encourage everyone attend that can attend
as a show of strength and unity regarding any concerns.

any noteworthy new development(s) (including hearing date) regarding

Overview
The CCE Annual Owners' Meeting & Election was held on Tuesday,
May 2, 2023. The meeting opened at 6:02 p.m. with a total of 45 voting
Owners (34 in person, 11 proxies) present. Reading of the minutes
from the previous Annual Owner's meeting was dispensed with by unanimous
vote.
A brief review of the year-end 2022 financials was then presented
followed by a presentation of year-to-date 2023 financial including
the approved 2023 Budget and the answering of a few questions. The
Outstanding Balance/Delinquency list was also reviewed and discussed.
It was mentioned that the Association's unofficial policy was to file
formal liens on any balance(s) that reach $750.00 given the cost had
been about $250.00 in connection with the filing of any such liens.
With that in mind, while collection efforts will of course continue,
we once again encourage Owners with outstanding balances to contact
the Management office (504-887-2800) in hopes of resolving whatever
the issue may be without the need of additional late and legal fees,
including the filing of liens by the Association.
The subject of whether or not to allow Delinquent Owners and their
respective family members to attended Association sponsored events
was discussed at length with several points of view presented by attending
Owners. The bottom-line was a motion was made, seconded and voted
on. In brief, a Resolution clarifying this issue will be adopted by
the Board that basically states all will be permitted to attend, if
they so choose, any event within the neighborhood for which the cost
does not exceed $1,500.00 with Board discretion with any slight variations.
Any major events, especially outside of the neighborhood when substantial
costs are incurred by the Association, will be limited to Owners whose
accounts are current. The final Resolution with more detail will be
distributed via mass e-mail once signed by CCE Board of Directors
and will also be uploaded to the CCE website as well as filed into
Public Records at the Courthouse for future reference.
The second voting issue involved the potential changing of future
the Annual Owners' Meeting & Elections (AOM) to November of each
year. The overall reason for the proposal was simply to get it "in-line"
with the fact that CCE pretty much does everything on a "calendar"
year basis and it makes more sense to reflect on the past year and
upcoming year towards the end of the year rather than in the beginning
of a new year, including formulation of upcoming annual Budgets. After
a brief discussion, a motion was made, seconded and passed unanimously
to move the meeting to November of each year. Given last night's AOM,
this will take effect November 2024. The plan is to possibly hold
a "mid-year" meeting sometime in the first part of 2024
to "bridge the gap between last night's meeting and November
2024. The actual Resolution will be distributed via mass e-mail once
signed by CCE Board of Directors and will also be uploaded to the
CCE website as well as filed into Public Records at the Courthouse
for future reference.
Elections were then held with a motion to elect the current Board
by acclamation. That motion was seconded and appeared to pass via
a "voice" vote. Some concerns were expressed related to
potential proxy votes making a difference; out of an abundance of
caution, we reverted to a ballot vote to address the concern. The
end result of that vote was in favor (25 For & 16 Against) of
re-electing the current Board of Directors. The Directors met briefly
after the meeting and each will serve in the following respective
positions: Jessica Marse, President, Howard Dilley, Vice President,
Durell Marshall, Secretary and Christian Capella, Treasurer.

Group, we thank each of them for their past service and willingness
to continue for yet another term!
The issue of golf carts and 4-wheelers being used on streets was
once again discussed relative to ongoing concern for safety of young
drivers/riders. Mr. Songy of St. Charles Sheriff's Department provided
a brief overview as to what is required for these vehicles to be legal
on the street. He pointed out that they, legal or not, are subject
to the same violation potentials a registered vehicle meaning DUI,
speeding, unlawful operation etc. Long story short, if a golf cart
or 4-wheeler is witnessed on the street being operated unlawfully,
the Association suggest the witness call the Sheriff's department
call the non-emergency number of 985-783-6807, provide them with the
information, including the address of the violator if it is known
and a Unit will be dispatched to address the matter accordingly. Mr.
Songy also advised that the caller would not have to leave their name
so this can be done without creating a "neighbor against neighbor".
This is basically the only way we are going to be able to get a handle
on this issue so we ask everyone's assistance to that end before someone
gets seriously injured, or worse. On a somewhat related issue, Mr.
Songy pointed out that they attempted to assist us with the speeders
situation on Country Cottage Blvd. sometime back by installing a temporary
speed limit/radar indicator on the Blvd. to which much criticism appeared
via FB. In brief, we can't have it both ways; if we want the Sheriff's
Department assistance, then we need to rely on their expertise/methods
or hopefully resolving such issues.
With no further business, the meeting was adjourned at 7:50 p.m. From
your 2023-24 Board of Directors and all of us here at ALCOR,
we thank everyone for their attendance and encourage more Owners to
"turn out" for Association meetings to help make CCE all
it can be!

While it has admittedly been a "long road" for most following
IDA, as can be seen when driving the neighborhood, CCE is back better
than ever in many cases! There are only a few homes still dealing
with their insurance companies/repairs and hopefully they too will
reach resolve shortly.
As usual, we will be mailing out annual dues invoices in February
along with a separate statement for any account that has a previous
outstanding balance. For now, please take a moment to review the attached
Delinquent List to ensure the status of your account at this point.

With COVID and IDA, we understand some may have had issues so we are

ongoing issues/concern brought up by Owners at the meeting. With the
approaching Holidays, we thought this would be a great time to do
just that.
Speed Limit - The speed limit, as posted on every street
in the neighborhood, is 15 mph. CCE has countless children
playing throughout the neighborhood. It would be a real tragedy for
anyone to get hurt as a result of someone speeding. When entering
or leaving CCE, a driver is only on CCE streets for a matter of 2-3
minutes at best. Driving faster than 15 mph isn't going to
make any real difference in time so why not drive the 15 mph
speed limit and avoid the increased chance of a tragedy happening.
Please, everyone drive 15 mph or slower when in the neighborhood.
If you notice someone constantly driving excessively fast, call the
Sheriff's Department (985-783-6807 for non-emergencies)
with the type, color and license plate (if possible) of the vehicle;
the life you safe may be the child of your neighbor.
Three Way Stop - Obviously, everyone should stop at
all "STOP" signs. The biggest problem we seem to have here
is the three way stop at the intersection of Country Cottage Blvd.
& Arline Ct. One of the primary reasons for the stop signs on
Country Cottage Blvd. is more than likely an effort to "SLOW
PEOPLE DOWN" on that long stretch of road; somewhat of a
visual reminder of the 15 mph speed limit. With that in mind,
please come to a full stop at that intersection
.and all
stop signs within CCE for that matter.
4-Wheelers/Golf Carts - Obviously we have a large number
of 4-wheelers/golf carts in the neighborhood. It goes without saying
they should be registered with the Sheriff's Department if they are
used on the street legally. Beyond that, the issue raised at the meeting
was primarily focused on some of these vehicles being driven by unattended
under aged kids; that is illegal regardless of whether the vehicle
is registered or not. If for no other reason than safety, unattended
under aged children should not be driving these vehicles on the street.
PLEASE do not allow any under aged child to drive these vehicles
on the street if you are not in the vehicle with them. If you see
an issue that appears dangerous, please call the Sheriff's Department
(985-783-6807 for non-emergencies) and they will dispatch a unit to
address the issue.
Basketball Goals/Playing in Street - Basketball goals
should not be place in or near any street and playing basketball in
the street is against Parish ordinance as it disrupts traffic and
likewise creates an obvious life safety issue. Do not place basket
ball goals in the street or play basketball from the street. If you
witness this activity, first we encourage you to call the Sheriff's
Department (985-783-6807 for non-emergencies) so that they
can dispatch a unit to address the matter. We would also like you
to e-mail Management (AlcorGroup95@gmail.com) advising us of the specific
incident and providing any information and/or photo(s) you can regarding
who the participants are and/or what home address they are associated
with so that we can assist in attempting to address the issue as well.
Street Parking - Parking on any street in CCE, or St.
Charles Parish for that matter, is again CCE rules and St. Charles
Parish ordinance, especially overnight parking. If you witness repeated
offenses, of course let Management know via e-mail and we will address
it with the mandated fines but also call the Sheriff's Department
(985-783-6807 for non-emergencies) so that they can ticket
the vehicle accordingly. We understand no one wants to get involved
to this level but the fact is you can remain anonymous and sometimes
a ticket is the only thing that works for repeat offenders that are
unwilling to abide by the rules and/or laws.
We understand not everyone agrees with all rules/laws. Regardless,
these are CCE/Parish rules/laws and we would appreciate everyone's
cooperation/assistance in helping us help you make CCE all it can
be.

Subject: Overview of the October 11, 2022 Annual Owner's
Meeting & Elections
The CCE Annual Owners' Meeting & Election was held on Tuesday,
October 11, 2022. The meeting opened at 6:07 p.m. with a total of
31 voting Owners (in person and/or proxies) present. The meeting was
monitored by 23 others via a Zoom link, a first for CCE and something
the Association hopes to expand on in the future. Thanks Durell Marshall
for setting that up and handling it during the meeting!
The agenda order was modified making New/Old Business first in an
effort to hopefully improve participation on that section of the agent
by having it earlier in the meeting. An overview was provided on the
recently added $100.00 ongoing fine with the primary reason cited
as being rare and "extreme" cases involving an Owner or
two ongoing non-compliance issues from time-to-time. The 105 Country
Cottage Blvd. property's current and ongoing condition as an "eyesore"
for months now was used as a primary example of the need for such
a rule. All present felt it was a good idea in such cases and the
Association vowed to continue it's efforts in that regard.
The matter of the a 2/3 vote within the governing CCE documents was
brought up by an Owner. A motion was made to basically amend all references
requiring a "2/3" vote within existing governing documents
to a simple majority vote. After very brief discussion a call for
the vote occurred and the motion was approved by unanimous vote of
all present. Details of this will be provided in the formal Amendment
that is being prepared for signature by the Board prior to filing
in Public Records of St. Charles Parish
The matter of potentially permitting 8' fences was discussed at length.
After much discussion, a motion was made to permit the use of 8' fences
general subject to the existing requirement of formal submittal to
the Architectural Review Committee's (ARC). The ARC Members will take
into account the overall aesthetics of the homes involved in an effort
to avoid potential of adversely effecting overall aesthetics, in the
judgment of the ARC judgment. A call for the vote occurred and the
matter was approved unanimously by all in attendance. Details of this
will be provided in the formal Amendment that is being prepared for
signature by the Board prior to filing in Public Records of St. Charles
Parish.
The issue of golf carts and 4-wheelers being used on streets was
once again discussed. Mr. Songy who heads up the traffic division
for St Charles Parish Sheriff's depart provided much insight to this
matter from a law enforcement point of view. While much was said,
basically it boiled down to if these vehicles were not licensed with
the Parish they shouldn't be on the street at all. The biggest concern
was of course for the safety of young kids driving them unattended
and that Owners should call the non-emergency number of 985-783-6807
if they witnessed any such occurrences, especially where it involves
very young kids driving them unattended and/or recklessly.
Another subject involved rentals in the neighborhood. A couple of
examples of how the Association was attempting to handle this issue
was recapped. Much was said but again the bottom-line was that all
present agreed with pursuing these violations vigorously and under
full penalty of the existing fines which is $500.00 initially followed
by $50.00 per day (or about $1,500 per month) until the matter is
resolved. It was noted that the fines are considered retroactively
back to the time the Association breaches the issue with any offending
Owner(s).
The use of basketball goals in or near the street was also discussed.
In brief, it is against the Law to place one in the street. It was
pointed out that they should only be used behind any sidewalks (or
where sidewalks would normally exist. In other words, these goals
should be on an Owner property and no one should be playing basketball
in the street. If witnessed, Owners should call the non-emergency
number so that the Sheriff's Department can handle the issue avoiding
potential confrontation between Owners and/or participants.
The issue of River Road homes potentially succeeding from the Association
was once again brought up. In brief, the Association position was
once again stated as being there was nothing in the governing documents
that address or provided such a thing. The Association's position
was once again stated as being that any individual(s)/group that were
interested in accomplishing this would best be served by the retention
of an Attorney versed in such matters as the Association (nor Management)
had any idea as to how that could be accomplished legally or what
it would take to make that happen.
The issue of becoming a "gated community" was briefly discussed
with the general consensus being the Parish, who owns all streets
within CCE, was not going to allow a gate to be installed across a
public street for this purpose.
A brief review of the year-end 2020 financials was presented. A presentation
of year to date 2022 financial was also presented. The delinquency
list was discussed followed by presentation of the proposed 2023 budget
which was approved as presented unanimously by all in attendance.
Collection efforts will continue; we once again ask delinquent Owner's
to contact the Management office (504-887-2800) in hopes of resolving
whatever the issue may be without the need of additional late and
legal fees, including the filing of liens by the Association. Once
again we encourage any delinquent Owners to bring their account current
before costly legal action is taken.
The floor was then opened for nominations to elect Directors for
the coming year. Following nominations and a vote, Jessica Marse,
Howard Dilley and Durell Marshall were elected as Directors
and will serve in the capacity of President, Vice President
and Secretary respectively. The elected Board Members later
appointed Christain Capella to serve as the Association Treasurer.
On behalf of all Owners, we congratulate the new CCE Board of Directors.
We also extend a special thanks to Jaime Rich who had served
on the Board for the past five (5) years; a BIG THANK YOU JAIME FOR
YOUR YEARS OF SERVICE TO THE ASSOCIATION!
More open floor discussions followed with various matters being discussed
including the ongoing issue of 4-wheelers and golf carts being used
on streets and speeding, particularly at the rear of the neighborhood
on Liza. Again, most felt that the best method for enforcement was
the Sheriff's office as they will issue tickets to offenders as is
the case with anyone parking on the street as that too is prohibited
by St. Charles Parish ordinance. It was mentioned that there was no
street lights on Liza however, Liza, like other streets within CCE,
have street lights on one side of the street. If you are going to
use a golf cart on the street, we remind everyone that should be legally
registered as required by law. Also, the issue of people not stopping
for the stop sign on Country Cottage Blvd. was pointed out. We again
ask everyone to please, please, please obey stop and speed limit signs
throughout the neighborhood before someone gets hurt. If you see a
light out it can be reported directly to the Parish (985-783-6807)
or the Management office who will in turn contact the Parish, whichever
one prefers.
With no further business, the meeting was adjourned at approx 8:17
p.m. From your 2022-23 Board of Directors and all of us here at ALCOR,
we thank everyone for their attendance and encourage more Owners to
"turn out" for Association meetings to help make CCE all
it can be!

Violation(s)" fine level
Good morning CCE Homeowners:
First and foremost, the following will NOT affect
99% of CCE Owners as it is aimed at that "1% group" who
refuse to cooperate no matter how we try to address an issue when
it occurs. So please, take a moment to read the following (and attached)
so that everyone is clear on the objective here.
As mentioned in months/years past, one of the primary common objectives
of an HOA/Board/Management Company is to assist Owners with maintaining
and hopefully improving property values for all Owners/Members of
the Association/community. One of the ways they accomplish this is
through the enforcement of Rules and Regulations aimed maintaining
a high degree of overall outward appearances throughout the neighborhood.
Despite our best efforts in that regard, there are (and quite honestly
always will be) a few who simply refuse to assist in that effort.
In most cases, an initial notices/reminder to an Owner of an issue
is all it usually takes. Occasionally, when notices are ignored, it
becomes necessary to implement fines mandated by your Association
Rules and Regulations, something we all wish to avoid if at all possible.
In rare cases were an Owner simply refuses to cooperate, fines are
assessed until exhausted. At that point the only alternative is to
implement expensive legal action involving Attorneys, an additional
expense that the offending Owner will also end paying for.
As with many Associations, CCE has to date limited fines to three
levels; $50.00 for the 1st offense, $100.00 for the second offense
and $150.00 for the third offense, after that, the current alternative
is again expensive legal action. Many have called/e-mailed us about
a few who simply refuse to cooperate despite the assessment of all
available fine levels. To that end, the Association has recently adopted
a new fine level for "Ongoing
Violations" (copy
attached here) for those extreme cases where an Owner continues
to ignore and/or refuses to follow applicable Rules and Regulations.
In brief, effective immediately, once the three levels of previous
fines have been issued and an Owner still ignores or refuses to comply
with the applicable rule(s)/regulation(s), an "Ongoing
Fine" of $100.00 per week FOR EACH VIOLATION will
be assessed against that Owner until the property is brought into
compliance. Please note that this new fine level WILL NOT
AFFECT THE OVER WHELMING MAJORITY OF OWNERS BUT RATHER THE SELECT
FEW THAT REFUSE TO COMPLY with the Rules and Regulations that
all Owners bought into when they purchased their home within CCE.
Once the amount reaches a sizeable level, the Association will file
a lien against the property. With the addition of the new Ongoing
Fine level, the point at which a lien is warranted against
the offending property will be reached much quicker hopefully inspiring
the offending Owner to cooperate or face the potential of the Association
possibly pursuing a Sheriff Sale of the property to achieve compliance
and payment of that which is then owed as a result of the Owners failure.
Again, this will only affect the few that have elected to negatively
impact everyone's property values by their total ongoing disregard
for Association Rules and Regulations aimed at preserving and hopefully
enhancing CCE property values for all into the future.

We wanted to update everyone on a few items including the now scheduled
Annual Owner's Meeting & Elections set for 6:00 p.m., Tuesday,
October 11, 2022 at the Norco Civic Hall at 555 Good Hope Street,
Norco, LA 70079. The doors will be open to Owners at
5:30 p.m. with meeting actually starting at 6:00 p.m.
sharp. We will be mailing out the formal written notices with
proxy forms shortly after the upcoming Labor Day Holiday but want
to advise everyone now so you could begin marking your calendars.
More on that as the date approaches.
As a reminder, the 2022 Annual $150.00 HOA fee was due on March
1st and should have already been paid to avoid late fees.
To that end, we are attaching a list of Delinquent accounts as of
September 1, 2022. If you are on this list and would like to pay by
credit/debit card, simply call the office (504-887-2800 ext 200) or
e-mail Tina (Tina@alcorgroup.com) and Tina will take care of it; you
can of course also mail in a check if you wish to use that method
of payment. Per CCE By-Laws, you must be current on your dues in order
to vote at the upcoming meeting. If you are uncertain as to whether
or not your account is current, please check the attached list. If
you do not appear on the list, your account is current.
While much progress has been made with regard to the Ida recovery/repairs,
we still have several homes working through that process; insurance
companies have been difficult with some Owners still not receiving
funds. To that end, it appears as if we had about 13 travel trailers,
pods and/or dumpsters still in the neighborhood in front yards or
driveways as of our most recent drive-around on August 29, 2022. With
that in mind, if you have one of these items in your front yard or
driveway as a result of ongoing Ida repairs, please drop us a quick
reply e-mail advising us of the status so that we can note your file
accordingly. For those who may have trailers, boats, etc. in front
yards or driveways that are not IDA related, please
be advised that we are attempting to "clean" those up and
are enforcing CCE Rules and Regulation regarding those items. Please
help us by returning any such items to their previous storage location
as we do not wish to issue fines if we can avoid it. If there is some
extenuating circumstances involving any such items, please feel free
to contact us via e-mail or phone and we will address the issue accordingly.

Given the ongoing COVID-19 and latest variant, we are going to postpone
the annual meeting normally held in early April. As things improve
in the months ahead, we will make another announcement regarding the
rescheduling of that meeting. At this point, we are hoping for a meeting
possibly in September depending on the status of the COVID-19 issue
at that time.
In the meantime, enclosed please find your CCE 2022 annual HOA dues
invoice in the amount of $150.00. IMPORTANT - If the balance
on your invoice shows "$0.00", this means you have already
paid your 2022 HOA. For those who have a prior delinquent balance,
we have also included a "Statement" that reflects your delinquent
amount/balance, inclusive of your 2022 dues. Annual HOA fees
are due on March 1 of each year and should be paid no later than March
31st of each year to avoid any late fees. For payments via credit/debit
cards or automatic bank draft, please feel free to call Tina in the
office at 504-887-2800 and she will take care of it for you. If you
wish to mail your dues in, please make check payable to CCE and mail
it to CCE, 4430 S. I-10 Service Rd., W. Ste. 200, Metairie, La. 70001.
We will be mass e-mailing everyone an updated delinquent list towards
the end of March so we would appreciate any assistance in getting
2022 dues paid along with any delinquent account balances paid as
soon as possible.
While many CCE Owners have completed Ida related repairs, we know
there are many others still working in that direction. With that in
mind, the rules permitting trailers/dumpster/storage pods, etc. at
affected homes is being extended until March 31, 2022. We would however
appreciate everyone's assistance/compliance with CCE rules if you
have completed those repairs. We are beginning to enforce boat, utility
trailers, etc. rules once again at homes with no obvious ongoing repairs.
As everyone knows, enforcement is an endless/ongoing process and we
sincerely appreciate everyone's help in making CCE all it can be by
voluntarily comply with your rules and regulations.

Councilman
Received the attached
letter from Councilman Bob Fisher regarding the status of
the requested zip code change for Montz. While it appears to have
been mailed to "Residents" not sure if it was so wanted
to forward it in case it was not.
In brief, the Parish Council adopted a bill requesting a change from
the current 70068 zip to the Norco zip of 70079 back in October 2021.
The request has gone through the usual Regional and Federal bureaucratic
process and was basically denied. An appeal was submitted and it appears
a decision on that appeal is expected any day now.

Subject: CCE - A New Year update!!! - Group 4
We hope this e-mail find you, your family and friends healthy, safe
and off to a great start in the New Year!
While Ida repairs continue, our "hats off" to everyone
as the progress is evident during our "drive arounds" of
CCE. Yes, we still have a number of trailers in yards, Contractors
everywhere, tarps and we can still see a few interiors with studs
only but keep the faith as we will over come as we have in that past.
To us, the biggest battle has been with Insurance Companies but here
again, keep fighting as they owe for repairs, that's what we all pay
premiums for so don't give up the fight short of what you need to
be made "whole" again. Sometimes I think they simply try
to wear us out
.that "ain't" happening!!!!!
The Annual Owners Meeting & Election normally held in April remains
a bit uncertain at this point with the latest COVID-19 "uptick"
but we will keep everyone advised as April approaches. Despite that
fact, we are in need of a couple of Board Members (Officers) as we
have or will be losing one or two this year. Jaime Rich, CCE President,
is expecting a new born so she has advised she will need to step down
at some point this year. That said if anyone is interested in helping
out by serving on the Board for a year, please drop us an e-mail and
we will advise the Board of the interest.
As Ida recovery efforts continue throughout CCE, we want to at least
begin to "normalize" where ever we can when it comes to
compliance with CCE Rules and Regulations that many are calling for.
With that in mind, we would appreciate everyone's help with street
parking to start with. If you are still under extensive repairs, we
get it, with the number of trailers and contractors still in use,
parking is difficult. However, if you are nearing or have completed
repairs and you have parking available in your driveways, especially
at night, please begin parking vehicles in driveways again. While
we obviously have homes being repaired along Country Cottage Blvd.,
any assistance on the main street would be greatly appreciated as
it aids with heavy traffic on the Blvd in and out of the neighborhood.
Thanks in advance for any assistance. Despite ongoing repairs, no
boats should be parked in the street or front yards. Likewise, there
are a couple of utility trailers that we had seen occasionally prior
to Ida that appear to be back despite no apparent home repairs being
conduct; those need to return to their prior storage spots. Again,
we appreciate any assistance in this regard as no one ever wants to
be "the bad guy" but we do have a job to do and thank you
in advance for any assistance and understanding in that regard.
Finally, the annual $150.00 Association fees will be due March 1,
2022. In an effort to "clean-up" a few more outstanding
balances, we are attaching a list of those balances. In light of the
ongoing effects of COVID-19 and Hurricane Ida, we are once again extending
an opportunity to bring your account current by calling the office
and discussing the balance. We welcome the opportunity to work with
you including perhaps waiving late fees resulting from either of these
events. If you have a significant outstanding balance, call us and
we will work with you on some sort of payment plan rather than allowing
the balance to grow and more liens being placed on the property. Tina

Re: CCE - Trailer and Dumpster matter - Emergency Resolution
Good afternoon CCE Owners:
We finally managed to get internet back at the building and relocated
our server back to the office enabling us to send mass e-mails again.
I know many have been receiving updates on CCE via social media (FB)
so we will not "cloud" the issues by running the risk of
giving redundant or second hand information. Long story short, Montz
and the surrounding River Parish areas really took it on the "chin"
with Ida. While damage is wide spread, we will all bounce back in
the weeks and months ahead. To the best of my knowledge, power has
been restored to CCE and many have already returned to begin the daunting
task of extensive repairs.
In the past few days the issue of temporary trailers and dumpsters
surfaced with many asking if it was going to be an issue given the
CCE prohibition against such vehicles being kept in driveways. Long
story short, the Board pasted the attached "Emergency Resolution"
which temporarily permits trailers and dumpsters in driveways for
recovery purposes; please see the attached copy for exact details.
We will also be adding it to the CCE website under your governing
Rules and Regulations page in case you need to review it later. We
know it's not perfect thus the phrase allowing the Board to modify
it as issues come up that were perhaps overlooked; we just wanted
to assure everyone the Association understands the needs and does
want any one worrying about this aspect with so many other issue on
all our minds.

Re: CCE - Aftermath of IDA - another thought
Good evening CCE Owners:
One more major issue I neglected to cover in this mornings e-mail.
To the best of our knowledge, the Parish sewer system (lift stations)
are also out as they need electricity for them to be able to run the
sewerage pumps. Without electricity sewerage is more than likely going
to eventually begin backing up if people continue to flush using say
water from their pool. This, in our opinion is the main reason areas
are literally not in habitable at this time; if you can't flush a
toilet, there is no practical way for people to stay. So, I understand
the dilemma but wanted everyone to be cognizant of this fact; if you
keep flushing toilets, eventually it's going to back-up and there
is absolutely nothing we can do about that. There I no viable solution
to this issue that I am aware of except for everyone to stop flushing
toilets which basically means, you need to leave and or not return
until electricity and sewerage service is restored. Unfortunately,
we don't know how long that will be at this point.

Good morning CCE Owners:
First and foremost, PLEASE, PLEASE, PLEASE take the time to read
this entire e-mail as we are hoping it answers many of the repeat
questions being asked.
We hope everyone rode out Ida safely. As we are sure most know by
now, the damage sustained in the New Orleans Metro area was catastrophic;
including the loss of electricity, water/sewerage services and of
course extensive property damage everywhere. As Owner who evacuated
return it will undoubtedly take weeks (and even months) to recover.
With that in mind, we will be giving everyone periodic update as we
learn more in the days ahead.
We returned tot eh New Orleans Metro area yesterday to assess the
overall situation. Unfortunately, I was not able to access the CCE
neighborhood due to roads being blocked with debris and or water.
That said, as we understand it, while there doesn't seem to have been
any flooding into homes from rising water that we are aware of at
this time, homes did receive various levels of wind damage ranging
from a missing shingles to a fallen tree on to a home on River Road.
We will advise as we learn more and we appreciate any e-mails from
those who may have sheltered in place that we can share with those
who have perhaps not yet returned. More as we become aware.
With regard to the Management office, while our office building itself
faired extremely well, we are unable to work from there given the
utility and internet outages. As with surrounding areas, we are uncertain
when services will be restored so we removed our server and will be
working remotely until further notice. We have internet phones so
the office number (504-887-2800) is working and you can of course
reach us via e-mail, assuming you have e-mail service where ever you
may currently be.
We regret not being able to provide more insight at this point but
will be providing updates as we learn more.

Re: CCE - Tropical Storm/Hurricane Ida - initial preparedness
As we are sure everyone is more than likely aware of by now, we have
Tropical Storm/Hurricane Ida headed towards the Gulf Coast. At this
point, it appears Ida is expected to make land fall sometime Sunday
afternoon/evening. While we don't know the exact point of landfall
at this time, we encourage everyone to start preparing as we have
seen these storms/hurricanes strengthen beyond original projections
in years past.
So as not to be caught off guard, personal items around the exterior
of your home should be secured and/or placed inside to prevent them
from becoming flying objects that could cause damage such as breaking
windows or damaging vehicles during the storm/hurricane. If you will
be leaving town, please ensure that you take care of any personal
items outside of your home prior to leaving.
While we will provide any additionally needed CCE related information
via e-mails, we hope everyone will stay informed by watching local
stations and heading any precautions they may provide. Until then,

As usual, we continue to try to reach out to Owners by phone or e-mail
where we have contact information on file. If in doubt as to whether
or not your CCE account is current, please contact Tina or me in the
Management office. As a reminder, the Association offers a credit/debt
card payment option for anyone wishing to pay their annual $150.00
Association dues with a VISA, MASTERCARD or DISCOVER credit/debit
card. We encourage those with delinquent balances to consider this
option to avoid additional late & legal/collection fees. For more
information, please feel free to give Tina or I a call in the office
(504-887-2800) with any questions you may have or e-mail either one
of us (tina@alcorgroup.com) or al@alcorgroup.com). Anyone wishing
to use the credit/debit service can simply complete the attached Credit/Debt
form and either fax it (504-889-1300) or e-mail it back to us and
we will take care of it. Please be advised that there is a $5.00 bank
charge that the bank charges that is added to the debt/credit transaction
when made. We will be mass e-mailing any outstanding balance notices
on April 1 to ensure everyone is aware of what HOA fees have been
received and which remain outstanding t that time.
With regard to the normal April Annual Owners Meeting, we are still
waiting on this COVID-19 issue to clear up a bit more so we will advise
as soon as a meeting has been scheduled. Thanks for your patience

Re: Resolution/Clarification - Permitted Signs & Flags
So as many of you know, given the sign issues that surfaced earlier
this year at CCE, everyone seemed to agree that the original language
from existing CCE governing documents of years ago was outdated and
somewhat vague in various respects. Based on Owner feedback, everyone
seemed to agree that the language needed clarifying and updating.
With that in mind, the Association drafted newly proposed language
and presented to Owners ahead of the at the September 29, 2020 Annual
Owners' Meeting and Election so that it could be discussed and any
further input from Owners could be incorporated into the language
before adopting it formally.
Since the meeting, the points discussed and ultimately voted on by
Owners at that meeting have been incorporated to the new language
which has now now been signed by your Board of Directors making it
effective immediately. While the new Signs
& Flag Resolution/Calcification can be found on the CCE
Website Bulletin Board page (along with all other known CCE governing
documents) we are providing a "link" to the
document here as well for your convenience.
Again the new language/rule is now in place and the Association will
begin enforcing it effective immediately.
Thanks to everyone for their thoughts/input leading up to and at
the meeting, hopefully this puts the issue behind us.

Re: Overview of the September 29, 2020 Annual Owner's Meeting
& Elections
The CCE Annual Owners' Meeting & Election was held on Tuesday,
September 29, 2020. The meeting opened at 6:07 p.m. with a total of
49 voting Owners (in person and/or proxies) present.
A brief review of the year-end 2019 financials was presented. A presentation
of current financial and the proposed/approved 2020 Budget was discussed;
no changes were made. A review of outstanding balances was made with
Owner questions answered including voting right of outstanding balances
and previous Owner balances. As a matter of record, two (2) votes
that were cast at the meeting were not counted due to outstanding
balances being the case. Also, while Covenants may indicate prior
Owner balances may carry forward to new Owner, the overall consensus,
(including Managements') was that it was probably not legally enforceable.
Collection efforts will continue; we once again ask delinquent Owner's
to contact the Management office (504-887-2800) in hopes of resolving
whatever the issue may be without the need of additional late and
legal fees being added to those accounts as they will ultimately be
paid by the Owner; it's simply a matter of time.
The big issue of the night was the proposed Resolution for revised
Sign language during which a very lengthy discussion occurred. A vote
was taken regarding whether any restrictions concerning signs was
desired and the final vote count result was 27 in favor and 16 against,
so restriction regarding signs will continue. A vote was taken to
adopt what the proposed resolution as written; the end result was
13 for and 16 against, so an open floor discussion followed. The end
result was much of the originally proposed language will be used with
the overall end result being a motion that up to 10 political signs
and an additional 5 "feel good" signs per lot at any one
given time be allowed; ultimately the motion passed with 15 for and
14 against. The words "on or about" the property/lot will
be bolded for emphasis as suggested by Owners. A revised Resolution
incorporating all the changes is currently under draft and will be
mass e-mailed out and posted on the CCE website once signed.
The Owner suggestion of having Association cut yards of abandon
homes was discussed. The end result was that the Association will
continue using the Parish to mange this situation as they have the
best authority to enforce the issue (mainly tax lien) despite the
length of time it takes to keep up with the issue.. Another Owner
suggestion of allowing Owners to park trailers in their front drives
in exchange for a fee to the Association was discussed with the end
result being the overwhelming majority of Owners present not wishing
to allow this. A final Owner suggestion of a potentially adding control
gates at the entrance/exit to CCE was discussed with the end result
being most felt the Parish would never allow it as street within CCE
are Public streets; based on past experience, Management agreed.
The floor was then opened for nominations to elect Directors for
the coming year. Ultimately, a motion was made that the current Board
be re-elected by acclamation, a second was received and the motion
passed unanimously re-electing the current three (3) Board Members.
The 2020-21 Board Members/Officers are Jaime Rich, President/Secretary,
Durell Marshal, Vice-President and Sarah Monteleone, Treasurer.
On behalf of Owners, we congratulate them on their re-election and
thank them for continued service to the Association in what most would
agree is often a very time consuming, thankless job. Thanks
you all!
An open floor discussion followed with various matters being discussed
including the ongoing issue of 4-wheelers and golf carts being used
on streets and speeding, particularly at the rear of the neighborhood
on Liza. Again, most felt that the best method for enforcement was
the Sheriff's office as they will issue tickets to offenders as is
the case with anyone parking on the street as that too is prohibited
by St. Charles Parish ordinance. It was mentioned that there was no
street lights on Liza however, Liza, like other streets within CCE,
have street lights on one side of the street. If you are going to
use a golf cart on the street, we remind everyone that should be legally
registered as required by law. Also, the issue of people not stopping
for the stop sign on Country Cottage Blvd. was pointed out. We again
ask everyone to please, please, please obey stop and speed limit signs
throughout the neighborhood before someone gets hurt. If you see a
light out it can be reported directly to the Parish (985-783-5000)
or the Management office who will in turn contact the Parish, whichever
one prefers.
With no further business, the meeting was adjourned at approx 7:56
p.m. From your 2020-21 Board of Directors and all of us here at ALCOR,
we thank everyone for their attendance and encourage more Owners to
"turn out" for Association meetings to help make CCE all
it can be!

Good morning CCE Owners:
Just a reminder notice that the Annual Owner's Meeting &
Elections will be held on Tuesday, September 29, 2020 as an
open air meeting so as to comply with current State guidelines for
such assemblies. We will do our best to social distance, so be mindful
as you place your chairs, and please bring a mask. Water, hand sanitizer,
and bug spray will be provided. The meeting will be held at
your current President's home, Jaime Rich, at 105 Gretchen Ct. at
6:00 p.m., Tuesday, September 29, 2020. Sign-in will begin
at 5:30 p.m. with the meeting set to start at 6:00 p.m. sharp. We
have attached a new/revised
Proxy here in case you are unable to attend and wish to assign
your voting right to someone who will be attending.
As another reminder, while we will present the usual financial report
at the meeting, we will also be addressing the current sign rule as
it relates to permitted signs throughout the neighborhood. In brief,
this became quite an issue in late April and early May with untold
e-mails back and forth on the issue. Given the existing sign language
was a bit "lite", the overwhelming majority of e-mails clearly
indicated the need and desire to update the sign language. With that

While a formal notice will be mailed out shortly, we wanted to advise
everyone that the Annual Owner's Meeting & Elections
that were postponed due to the COVID-19 event will be held on Tuesday,
September 15, 2020 as an open air meeting so as to comply with current
State guidelines for such assemblies. The plan is to hold it outside
in front of your current President's home, Jaime Rich, at 105
Gretchen Ct. at 6:00 p.m., Tuesday September 15, 2020. Sign-in
will begin at 5:30 p.m. with the meeting set to start at 6:00 p.m.

here in case you are unable to attend and wish to assign your voting
right to someone who will be attending.
While we will present the usual financial report at the meeting,
we will also be addressing the current sign rule as it relates to
permitted signs throughout the neighborhood. In brief, this became
quite an issue in late April and early May with untold e-mails back
and forth on the issue. Given the existing sign language was a bit
"lite", the overwhelming majority of e-mails clearly indicated
the need and desire to update the sign language. With that in mind,
the attached revised/clarification

The HOA is putting on a Fourth of July Celebration event for all
residents. This event is scheduled for Friday, July 3rd from 6-8 p.m.
Event details:
- There will be a short flag ceremony where we will raise an American
flag on a new pole being put in at the front entrance. All are welcome
to walk up to the front entrance for the raising of the flag. We invite
any and all Military, Veterans, and Boy Scouts to participate in the
flag ceremony.
- Following the raising of the flag, the rest of the event will be
held at Jaime Rich's house at 105 Gretchen Court.
- There will be pizza served by a gloved and masked volunteer and
drinks.
- There will be a corn hole tournament. 2-4 Teams will be playing
at one time. Please have your team email (jaimerich6@gmail.com) or
PM Jaime Rich to get your name on the list. Include your team name
as well as the members names. Each team will need to bring their own
bags. Boards will be sanitized between each round of competition.
Rules will be posted since there are varying ways to play. The winning
team will receive a trophy. Tournament will start at 6:30.

Re:CCE - OWNER ASSISTANCE NEEDED - ARC Committee Members and
reminders
We hope this e-mail finds you, your family and friends safe and healthy!
As you may know, your Association has an Architectural Review Committee
(ARC) that reviews/approve submittals for any alterations/additions
to existing properties within the CCE Development. With the move-out
of one of one of your past Committee members, we need to replace him
and welcome additional assistance from anyone that may wish to serve.
With our Construction background, we here in Management will of course
assist the Committee as submittals come in but we need Owner representation
on the Committee. With that in mind, PLEASE CONSIDER SERVING.
With very few exceptions, these submittals are usual pretty straight
forward (i.e. a fence, a pool addition, driveway etc.) that are handled
via e-mail so it does not normally require attending any meetings
or the like, usually requiring more common sense than anything. While
not mandatory, what would be extremely helpful is to have at least
one or two Owners that have had any construction related experience,
i.e. a Contractor, Architect or simply someone that has been involved
with construction on a personal level over the years. Again, the main
thing is we need Owner volunteers for the Committee if we are going
accept and take on reviews and we need them pretty quick so please
respond to this e-mail if you are willing to help us help you
and your fellow CCE Owners.
On a somewhat related noted, in an effort to retain current and future
Board Members, please, please, please, call (or e-mail) me with any
issues or complaints and we will address them accordingly. Please
remember that you Board Members have volunteered their time unselfishly
but they should not have to be approached every time someone has a
complaint, that's what you have us for. So please, call or e-mail
us with any complaints and allow your Board and Committee Members
to enjoy CCE and their free time along with everyone else.
That said, I personally drove the neighborhood this past Monday morning
noting a few issues which we are contacting those Owner about. While
we are the Management Company, often perceived as being "the
bad guys" we want to avoid having to issue the CCE mandated fines
outlines by your Rule & Regulations where ever and whenever possible.
To that end, we would appreciate everyone doing their part by willingly
complying with your Rules and Regulations and maintaining properties
in a neat and orderly fashion (As called for under your Covenants)
so that we may all continue to maintain and hopefully enhance property
values for all CCE Owners.
Again, we appreciate any assistance and hope everyone stays safe
and healthy in the weeks and months ahead. Please consider serving
on the ARC Committee!

Out of an abundance of caution, our office will be closed to visitors

all we are doing is halting walk-in traffic until things calm down
a bit over this Caronavirus matter. If you need anything, you will
still be able to reach us during normal business hours by calling

As usual, for emergencies purposes only, you can still reach me via
my cell at 504-416-3555, 24/7. If I am unable to take your call, kindly

Under these extenuating circumstance, the CCE Board of Directors
voted unanimously not to charge any late fees in connection with the
payment of your 2020 CCE HOA dues through June 1, 2020. In other words,
as long as your payment reaches the Management office (address below)
on our prior to June 1, 2020 there will not be any late fee. With
regard to the scheduled April 14, 2020 Annual Owners meeting, we will
advise as that date approaches as to whether or not it will be re-schedule
but for now no final decision has been made; more on that as it develops..

We have received complaints of dogs (and/or cats) running around
the neighborhood unattended and go carts being operated on streets.
Please remember that pets are suppose to be on leashes under Parish
ordinance and CCE rules. If you see a pet constantly loose and running
around unattended and the Owner is unwilling to assist, you may want
to call the St. Charles Animal Shelter (985-783-5010) to have the
animal(s) picked up. For those walking your pets around the neighborhood,
please also remember to "pick-up" after your pet. With regard
to go-carts, to the best of our knowledge, they cannot be operated
on Parish streets legally. If it continues to be an annoyance and
the offending child's parent(s) are unwilling to abide by the law,
the only alternative may be to contact the St. Charles Parish Sheriff's
department to have them address the issue formally; they can be reached
at 965-783-6237. Hopefully, neither of these alternatives become necessary
as we would appreciate everyone abiding by the Parish laws and CCE
rules regarding these matters.

The Annual Owner's Meeting & Elections (AOM) for the Country Cottage
Estates Homeowners' Association has been scheduled for Tuesday,
April 14, 2020 at the Norco Civic Hall at 555 Good Hope Street, Norco,
LA 70079. The doors will be open to Owners at 5:30 p.m.
with meeting actually starting at 6:00 p.m. sharp. A two (2)
hour limit has been set for the meeting with room for extension if
there are note worthy issues that arise which owners wish to discuss.
As always, we encourage all Owners to attend, if at all possible.
A presentation of 2019 year-end financials will be presented followed
by a year to date presentation of the Associations 2020 financials.
The approved 2020 Budget (subject to any proposed changes that may
occur at the meeting) has been included here for your review and comments
at the meeting. As a reminder, 2020 HOA dues of $150.00 are
due on March 1, 2020 and considered late if not in the Management
office on or prior to March 31, 2020 after which the mandated
initial $25.00 late fee and additional ongoing $5.00 per month
will be applied each month until the total balance is paid in full
so we encourage everyone to send in your dues as soon as possible.
As a reminder, a formal invoice has also been included here as well
as a statement for any accounts that are currently delinquent. Please
remember that credit/debit cards are an option for payment so please
feel free to contact the office regarding that option if you wish
to use it. IMPORTANT - As per CCE By-Laws, you must be current
on your dues in order to vote. At the end of the meeting, there
will be the usual open floor discussion to address any other items
Owners wish to discuss.
Nominations and elections will follow the financial portion of the
meeting. As a matter of record, your current Officers/Directors are,
Tara Vicknair, President, Christian Capella, Treasurer, Jamie Rich,
Secretary. While there will be the usual nominations from the floor
the night of the meeting, please let us know if you would like to
run for an Officers position by e-mailing (info@countrycottageestates.info)
or calling the office (504-887-2800) prior to the meeting night.
In case there is anything else to be voted on, we have also enclosed
the usual Proxy/Nomination
Form with space to assign your voting right to another Owner,
should you so desire. If you will not be attending but wish to nominate

Subject: CCE - A few reminders in 2020 - Group 1
Hope everyone is off to a great start in 2020! How about those Tigers!!!
We have a few reminders that will hopefully assist in keeping CCE
headed in a positive direction during the coming year:.
1. Just a reminder concerning driving through the neighborhood
to be mindful of the speed limit and stop signs as we have a lot of
children in the neighborhood that will be out enjoying the fair weather
days, well perhaps not today as cold as it is!. Be alert to kids especially
when seen playing close to the street.
2. Speaking of kids playing, we have had a concern expressed
about kids playing in other people's yards. As we understand it, some
Owner(s) may have spoken to other Owners about it to no avail. Just
a friendly reminder to be mindful of other Owner's property in that
children really shouldn't be playing in other people's yards without
the expressed approval of that Owner.
3. Speaking of yards, yards should be kept in neat and ordered
condition so as to enhance the over all appearance of CCE for all,
especially would-be buyers. We have a few people who tend to let things
accumulate in their front yards creating somewhat of an eyesore. Please,
help us keep CCE looking the best it can by keeping front yards looking
their best.
4. With spring hopefully around the corner, please start
thinking about your front yards and related planting areas. We would
appreciate everyone focusing on keeping beds free of weeds so they
look their best and grass cut routinely.
5. As everyone knows, vehicles should be parked in driveways
and not the street; this is a Parish law as well as a CCE rule. No
boats, trailers, etc. should be parked/stored in view of the front
street.
6. Finally, annual CCE dues will become due on March 1, 2020;
the annual dues remain $150.00. While we continue our collection efforts,
we have a few that appear to have simply forgotten to pay their 2019
dues. Please, if you haven't paid your 2019 dues, we would appreciate
your assistance by calling the office or sending them in which will
allow us more time to focus on the handful that have not paid dues
for multiple years. Please, help us work on this issue by paying your
dues, especially if you only owe for last year. We would appreciate
that assistance so that we don't add to the number of long term problem
accounts. We will be mass e-mailing the delinquent list out again
shortly so please help us help CCE.

Just a quick update on last week's Special Owners Meeting regarding
the proposed Resolution/Clarification to the existing CCE Covenants
and Restrictions.
In brief, Owners voted unanimously to adopted the proposed Resolution/Clarification
with the addition of a stipulated fine for any violation of the stated
Resolution,
copy of which is attached here. There were a total of 46 eligible
Owners present in person and/or proxy and the Resolution/Clarification
took effect immediately as outlined by your rules and regulations
regarding adoption of such Resolution, Amendments, Rules and/or Regulations.
With that in mind, the Resolution/Clarification
was formally adopted and is being recorded in the St. Charles
Parish Public Records. Once we have a copy of the fully executed and
recorded document, we will forward it via e-mail to all and post it
on the CCE website along with the other governing documents for future
reference.

As many of you may be aware, there has been considerable discussion
among CCE Owners in recent weeks regarding the issue of rentals within
the CCE Development. Based on the overwhelming input from Owners,
your CCE Board of Directors adopted and recorded attached Clarification/Amendment
to the By-Laws on September 4th basically re-stating the fact that
rentals within CCE are prohibited.
In an effort to avoid any further/future potential confusion regarding
this issue, the Board has called for a Special Owners' Meeting
on to be held at 6:00 p.m., Tuesday October 22, 2019 at the Norco
Civic Hall located at 555 Good Hope St., Norco, La. 70079. The
sole purpose of the meeting will be to have Owners formally consider
a similar Clarification/Amendment to the existing CCE Covenants and
Restrictions to further clarify the issue within those documents.
This meeting is needed as only Owners can vote to clarify/Amend CCE
Covenants and Restrictions. With that in mind, please accept this
as the formal notice of the Special Owners' Meeting.
In brief, your Board will be recommending that Owners vote to adopt
a similar Clarification/Amendment
except that it will be related to the CCE Covenant and Restrictions
governing document. Assuming Owners vote in favor, the document will
be signed by the Board and recorded in the public records hopefully
putting an end to the uncertainty surrounding this issue. We will
do our best to make the meeting as brief as possible as this will
be the only issue on the agenda unless some other issue comes up on
the floor following the vote.
As usual, we have also enclosed a Proxy/Voting
Form with space to assign your voting right to another Owner
or to cast your vote on the ballot, should you so desire. Either way,
if you will not be attending the meeting but wish to vote on the issue,
you can complete a Proxy/Voting
Form and return per the instruction on the Proxy/Voting
Form prior to the meeting. Alternatively, you can have the
person you are assigning your Proxy/Voting
Form to bring it to the meeting with them that evening. As
a reminder, if your CCE account is delinquent, your CCE rules do not
permit you to vote so we encourage everyone to bring your account
current prior to the meeting.

Subject: Overview of the April 9, 2019 Annual Owner's Meeting
& Elections
The CCE Annual Owners' Meeting & Election was held on Tuesday,
April 9, 2019. The meeting opened at 6:00 p.m. with a total of 11
voting Owners (in person and/or proxies) present.
A brief review of Note Worthy Successes/Items during 2018 was presented.
These included the addition of credit/debit card service for payment
of HOA dues, collection of about $5,000.00 more in previous delinquent
dues over the end of the 2017, various civic events like garage sales,
Easter, Garden of the Month program, Halloween, Turkey chalk contest,
Holiday decoration contests, free Library Book Program/box, Night
with Santa and the addition of security cameras looking both ways
on River Road at the entrance.
A review of 2018 actual income and expenses followed. A review of
the 1st Quarter 2019 financial performance was presented as well as
the 2019 Budget. The budget will be increased by $1,300.00 to allow
for contract services involving lawn care/maintenance at the entrance
during Spring and Summer months. In brief, CCE finished the 2018 with
a positive cash flow of $9,853.41 and we expect similar performance
in 2019.
Collection efforts will continue including further legal action regarding
remaining delinquent accounts by placement of liens on those properties.
Given the addition of the ongoing monthly late fees, we once again
ask delinquent Owner's to contact the Management office (504-887-2800)
in hopes of resolving whatever the issue may be without the need of
additional late and legal fees being added to those accounts as they
will ultimately be paid by the Owner; it's simply a matter of time.
An Owner had requested perhaps allowing advertising in the CCE Newsletter
when they are produced. After much discussion it was decided that
we would give that a try at no charge to those wanting to send something
in and we will see how that develops. It is important that everyone
understand, the Association allowing this will in no way constitute
and endorsement of any advertised service and anyone wishing to use
any advertised service should interview the specific vendor/contractor
and make its own informed decision as to whether or not you should
sue the offered service. More on that in the next CCE Newsletter.
The floor was open for nominations to elect Directors for the coming
year. A motion was made that the current Board be re-elected by acclamation,
a second was received and the motion passed unanimously re-electing
the current three (3) Board Members. The 2018-19 Board Members/Officers
are Tara Vicknair, President, Christian Capella, Treasurer and Jamie
Rich, Secretary. On behalf of Owners, we congratulate them on their
re-election and thank them for continued service to the Association
in what most would agree is often a very time consuming, thankless
job. Thanks!
An open floor discussion followed with various matters being discussed.
The biggest issue was the apparent mis-use of four wheelers on CCE
streets. Please, if you are going to ride these, we ask that you do
it responsibly and not employ any "horse play" acts such
as "wheelies", speeding, etc. Owners present all agreed
that 911 should be called if this is witnessed as it would certainly
be a tragedy if a child or someone was seriously injured as a result
of this type of activity.

The annual Owner's Meeting & Elections for the Country Cottage
Estates Homeowners' Association has been scheduled for Tuesday,
April 9, 2019 at the Norco Civic Hall at 555 Good Hope Street, Norco,
LA 70079. The doors will be open to Owners at 5:30 p.m.
with meeting actually starting at 6:00 p.m. sharp. A two (2)
hour limit has been set for the meeting with room for extension if
there are note worthy issues that arise which owners wish to discuss.
As always, we encourage all Owners to attend, if at all possible.
A presentation of 2018 year-end financials will be presented followed
by a year to date presentation of the Associations 2019 financials.
The approved 2019 Budget (subject to any proposed changes that may
occur at the meeting) will be presented and a copy has been attached
here for your review. As a reminder, 2019 HOA dues of $150.00 are
due on March 1, 2019 and considered late if not in the Management
office on or prior to March 31, 2019 after which the mandated late
fee of $5.00 per month will be applied each month until the total
balance is paid in full so we encourage everyone to send in your dues
as soon as possible. As a reminder, a formal invoice will be included
with the formal Annual Meeting & Elections noticed scheduled for
mail-out on March 21, 2019 in keeping with CCE By-Laws. Please remember
that credit/debit cards are an option for payment so please feel free

IMPORTANT - As per CCE By-Laws, you must be current on your dues

We have a few fun things planned for October. We have listed a few
things below to help celebrate Halloween:
*HALLOWEEN DECORATION CONTEST!*
The Garden Committee will pick the top three houses. Then we will
post a poll for you guys to vote for the winner. As usual, we hope
this will be a fun way to get the neighborhood and kids involved to
help pick the winner. Decorations must be up and lit by Thursday October
18th at 7pm. Judges will go around that night to pick the top 3. We
will post the poll via Facebook after the top 3 have been picked and
voting will be open until Saturday October 20th at 2pm. We will announce
winner shortly after. We are super excited to see what awesome stuff
you guys have planned! Last year there were some really great decorations,
we hope to see even more this year!
*PUMPKIN CARVING CONTEST*
This year we decided to do a little pumpkin carving contest. Pumpkins
must be out at the end of your driveway on Tuesday October 30th at
7pm for judging. Judges will pick the winner and announce on Halloween
Day. Please feel free to post pictures of your pumpkins on the CCE
Facebook page. Winner will get a special prize! Best of Luck to everyone
who participates.
*POTENTIAL HALLOWEEN BLOCK PARTY*
We are discussing possibly of having a Halloween Block Party/Cook
Off on Saturday, October 20th. Looking for at least 3 volunteers to
sign up to participate in the cook off. Pastalaya was done last time,
so perhaps Gumbo, Chili, Jambalaya - any other suggestions are welcome.
The prize last year for the winner was a pretty good one. We appreciate
all the volunteers we had last year and hope to get some more this

The CCE Annual Owners' Meeting & Election was held on Tuesday,
April 10, 2018. The meeting opened at 6:00 p.m. with a total of 35
voting Owners (in person and/or proxies) present.
A review of 2017 actual income and expenses was presented. While
the Association was initially expected to not have any funds by the
end of October 2017, CCE finished the year with a positive cash flow
position as the direct result of collections of some of the previously
outstanding past due amounts.
A 1st Quarter 2018 financial overview of CCE current financials was
presented along with the Board approved 2018 Budget. Discussion on
how we collect from past due accounts when they are selling their
homes was held. In brief, the process involved was discussed and the
bottom-line was we have been collecting (including legal and late
fees) at time of Sale via the Title companies as lenders want to ensure
there are no issues with the Association before lending funds. We
have an upcoming Court hearing on yet another delinquent Owner scheduled
for May 9th and we will file in Small Claims Court on the next three
highest delinquent accounts that same day. Yet another delinquent
account is being set for hearing since the Owner failed to comply
with the previously agreed upon payment plan; this of course will
add legal fees to the Owner's account that they will have to pay.
Management and the Board are committed to continuing "down the
list" until every delinquent account has either been brought
current or a lien is placed against the property via Small Claims
Court. That said, we once again encourage those accounts to contact
the Management office (504-887-2800) and lets resolve the issue without
the need of additional late and legal fees being added to those accounts
which will ultimately be paid by the Owner; it's simply a matter of
time.
The internet service expense from Cox Cable, which serves the security
cameras at the entrance, was discussed. In brief, CCE is under a five
(5) year agreement with Cox which will expire July 24, 2019. We have
repeatedly attempted to cancel the service unsuccessfully as Cox continues
to demand a high percentage of remaining contract amount. The question
lead to a discussion on cameras and most felt they are worth having
if the right cameras can be purchased and installed. Given the 2018
CCE budget appears to have funds to purchase a new system, all agreed
that proposals should be taken so that we can move forward with a
new system that provides clear view of license plates allowing us
to pursue incidents when they happen. Tara Vicknair pointed out that
the Board already had one (1) proposal coming from an Owner who is
in that business. Additional bids will be taken; more on that as it
develops.
The floor was open for nominations to elect Directors for the coming

An open floor discussion followed with various matters being discussed.
The two main issues were that of the illegal street parking and storage
of boats, trailers, RV, etc. behind fences. In brief, it was agreed
that perhaps the only real way to stop the illegal street parking
is to call St. Charles Sheriff's office each time someone witnesses
the violation and have the vehicle ticketed since street parking is
illegal in the Parish. Since the handful of repeat offenders continue
to disregard attempts by the Association to bring them into compliance,
this is the course of action that was agreed upon. That said, we are
asking everyone's help with this one. Please, make the call and let
these few know that they are going to have to comply with the rules
they bought into when they purchased in CCE and Parish law. On a related
note, it is unfortunate that two of these violators are NOPD &
KP patrol cars as well as a fire fighting vehicle. One would think
these would be the "gold standard" for rules and enforcement
of the law; unfortunately, that does not appear to be the case here.
With regard to the storage of boats, trailer, RV's, etc. within the
neighborhood behind fences, the overall all feeling was that we should
continue to push for compliance but with compassion. Simply stated,
the current rules/regulations limiting wood fences to 6' and the fact
that some of these things can still be seen over the fence was somewhat
unavoidable and not specifically addressed in the existing rules and
regulations. The main purpose of the existing rule was to prevent
people from parking such vehicles in front of homes in plain view
of the street. Some felt that taking a very stern position on the
matter may in fact lead to bigger problems. That said, the Association
will continue to use what power it has to enforce the rule when, in
the opinion of the Association, a specific situation falls beyond
the pale. Obviously, parking of these items in front or on the street
will not be tolerated. All were encouraged to give the matter further
thought and to make any suggestion they may come up with to perhaps
modify the existing rules to better address the matter as the Association
of course remains open to any such suggestions from Owners.

Attached, please find the CCE
Newsletter. Please take a moment to review it as it contains
information on upcoming CCE events and other related matters.
Please also accept this e-mail as an initial notice of the CCE
Annual Owners Meeting & Elections that has been scheduled
for 6:00 p.m., Tuesday, April 10, 2018 at the Norco Civic Hall
located at 555 Good Hope St., Norco, LA. 70079. This is the same
location as last year's meeting. Formal written notice will be sent
out to everyone a few weeks before the meeting but we wanted to advise
all now in hopes of getting the best turn-out possible so please mark
your calendars.
On behalf of the Board, CCE Owners and we here at ALCOR,
we would like to thank Danielle Loosemore (Vice President) and Jessica
Marse (Secretary) for their service to the Association over the past
year; both have decided not to seek re-election due to person commitments
and they are stepping down at this point. With that in mind, remaining
Board Members have appointed Matthew Weber to finish out the current
term of Vice President and Jamie Rich (currently Treasurer) has agreed
to serve as Secretary/Treasurer for the remaining current term.
Finally, invoices for 2018 $150.00 annual HOA dues are being mailed
out this week along with a statement if the account is delinquent
with prior year balance(s) and late fees. As a reminder, annual HOA
fees are due March 1st and consider late if not received in
the Management office by March 31st of each year. In an effort
to expand CCE payment options, we are adding a credit/debit card program
which will be available to anyone wishing to pay with a VISA, MASTERCARD
or DISCOVER; that program should be in place within the next week
or so. There will be a service charge of $5.00 for each transaction;
the fee is being used to off-set the service fees being charged by
the bank and service provider. We encourage those with delinquent
balances to consider this option to avoid additional legal collection
fees. For more information, please feel free to give Tina or I a call
in the office (504-887-2800) with any questions you may have; more
on this as soon as the program is up and running.
Trusting this meets with the approval of all, as always, please feel

Re: CCE - Delinquent List
Just a reminder that 2018 dues will be $150.00 due March 1, and considered
late after March 31, 2018. The management company will be sending
out invoices but everyone is welcome to start sending payments in
now if you'd like. Payments should be made payable to CCE HOA and
mailed to:

We are also looking into getting set up to accept credit card payments.
All credit card payments would have an additional processing fee.
We will update everyone as that progresses.
Please remember that there is an initial late fee of $25.00. In addition,
there is an additional monthly late charge of $5.00 being added for
every month that a balance goes unpaid until the delinquent amount
is paid in full. We have and are currently working with homeowners
by offering payment plans; those are not appearing on the attached
list. If your name or address is on the attached Delinquent
list, we encourage you to please contact Al or Tina directly
at 504-887-2800 to discuss your account. We have also gone to court
for 3 outstanding accounts and we plan to continue to do so on all
accounts with balances. In those cases the legal fees are also added
to the balance which can become substantial so we again encourage
you to contact Management to discuss how you can bring your account
current and avoid these additional charges.

Re: Overview of the April 12, 2017 Annual Owner's Meeting &
Election
The CCE Annual Owners' Meeting & Election was held on Wednesday,
April 12, 2017. The meeting opened at 6:00 p.m. with a total of 57
voting Owners (in person and/or proxies) present.
A review of 2016 actual expenses was presented; it was obvious that
while the Associations had had some reserves in the past, 2016 (and
perhaps prior year,s expenses) exceeded that of income leading to
a negative cash flow. Simply stated, the Association was spending
more than it was receiving in annual HOA dues. This was followed by
a review of the 2017 1st Quarter financials which lead to an extensive
question & answer session regarding various expense. Collections
& what could be done was a major topic. The legal process and
options were discussed along with the potential of a collection agency
that worked on a percentage basis rather than hourly rates as was
the case with attorneys was discussed. Ultimately, after much input
from Owners, a motion was made for the Board to "come up"
with a strategy/plan to address the problem & to publish the plan
to all Owners so that those who were delinquent would be aware of
the actions to be taken including recording of the delinquency on
individual credit reports followed by what all agreed would be sometimes
expensive legal action including liens and potential foreclosure if
unavoidable. The motion was seconded & past unanimously. The Board
will be meeting in hopes of producing the plan within the next 30
days.
Another major financially related topic that involved lengthy discussion
was the cost of third party Property Management. Opinions were expressed
regarding various pros & cons of having the service. All present
(including Management) agreed that it third party Management was obviously
expensive. Following what was sometimes furious but constructive discussion,
a motion was made to continue with third party Management for 2017,
a second was received & the motion passed unanimously.
The CCE homes/Members that front on River Road was yet another major
discussion. In brief, many River Road Owners were in attendance and
expressed their desire to secede from the Association given their
situation (geographically in relation to the rest of the Association)
was somewhat unique situation and that they were subject to different
standards by the Parish and/or State like no sidewalks permitted,
mailbox issues, etc. While no provisions for potential succeeding
from CCE exist within governing documents, it was suggested that a
good approach would be to gain signatures of all River Road Owners
expressing their desire to be removed from the Association. That could
then be presented to the Board for consideration and that, as a show
of good faith, those who were delinquent would perhaps "come
current" relative to any outstanding balance as that was what
they had originally bought into like the rest of CCE Owners. If approved
by the Association, they could then approach the Parish and/or State
to take whatever action may be needed to perfect that desire. More
on this as it develops.
Given the Association financial condition, the subject of potential
dues increase was discussed. As can be imaged, this involved considerable
discussion among Owners present. The end result was a motion by an
Owners was made to increase annual dues beginning 2018 by $50.00 per
household/lot. The motion was seconded and a vote by ballot followed.
The result was 24 in fair and 17 opposed. The motion carried and the
dues for 2018 will be $150.00.
The floor was open for nominations to elect Officers for the coming
year. A motion was made that the current Board be reelected by acclamation,
a second was received and the motion passed unanimously re-electing
the current three Board Members. Tara Vicknair nominated Jamie Rich
as a 4th Board Member and she was elected unanimously. The Board has
since met and agreed that Tara Vicknair would serve as President,
Danielle Loosemore as V. President, Jessica Marse as Secretary and
Jamie Rich as Treasurer. On behalf of Owners, we congratulate them
on their election and thank them for continued service to the Association
in what most would agree is often a very time consuming thankless
job.
An open floor discussion followed with various other matters being
discussed.
With no further business, the meeting was adjourned at approx 8:58
p.m. From your 2017-18 Board of Directors and all of us here at ALCOR,
we wish everyone a safe and Happy Holiday Season.

Re: CCEHOA - Annual Owners' Meeting & Election - Formal Notice
The annual Owner's Meeting & Elections for the Country Cottage
Estates Homeowners' Association has been scheduled for Wednesday,
April 12, 2017 at the Norco Civic Hall at 555 Good Hope Street, Norco,
LA 70079. The doors will be open to Owners at 5:30 p.m. with meeting
actually starting at 6:00 p.m. sharp. A two (2) hour limit has been
set for the meeting with room for extension if there are note worthy
issues that arise which owners wish to discuss. As always, we encourage
all Owners to attend, if at all possible.
A presentation of 2016 year-end financials will be presented followed
by a year to date presentation of the Associations 2017 financials.
The approved 2017 Budget (subject to any proposed changes that may
occur at the meeting) will be presented and a copy has been included
here for your review. As always, funds are "tight" so the
presentation may include discussions regarding what Owners would like
to see in the coming year with regard to socials or other activities.
Given there has not been any increase since the beginning of the Association
back in 2006, the subject of annual dues and whether they should be
increased will be discussed and voted on at the meeting. IMPORTANT
- As per CCE By-Laws, you must be current on your dues in order to
vote. At the end of the meeting, there will be the usual open floor
discussion to address any other items Owners wish to discuss.
Nominations and elections will follow the financial portion of the
meeting. As a matter of record, your current Officers/Directors are,
Tara Vicknair, President, Danielle Loosemore, Vice President, Jessica
Marse, Secretary and Lainey Vicknair, Treasurer. Your existing Officers
have said they would be willing to serve again if elected. While there
will be the usual nominations from the floor the night of the meeting,
please let us know if you would like to run for an Officers position
by e-mailing (info@countrycottageestates.info) or calling the office
(504-887-2800) prior to the meeting night.
In case there is anything else to be voted on, we have also enclosed
the usual Proxy/Nomination
form with space to assign your voting right to another Owner.
If you will not be attending or wish to nominate someone, please fill
out the form and return it to our office as outlined by the instruction
section at the top of the Proxy/Nomination
form or have your representative bring it to the meeting.
As a reminder, if your CCE account is delinquent, your CCE rules do
not permit you to vote so we encourage everyone to bring your account
current prior to the meeting.
